Just type "Check for updates" in the Windows Start Menu, and if there are any updates pending, please download and install them. After that, restart your computer and relaunch Lightroom.

In the All Photos drop-down menu, you'll find a folder named Deleted. Head over to that subfolder, and you'll see all the photos you've deleted in the last 60 days. If you want to permanently delete them right away, just right-click on them and select Permanently Delete.

Could you please navigate to C:\Users\[User]\AppData\Roaming\Adobe\UXP\PluginsStorage\PHSP\26\Internal\com.adobe.nfp.gallery\PluginData and check if there's any folder in there? Each subfolder contains one neural filter. Try deleting the folders and then redownloading the neural filters in Photoshop.

I totally understand your frustration. When you rotate and transform a shape, it gets converted into a path, which is why the properties panel changes. But don't worry, you can still change the fill and stroke color by selecting the shape tool. In the top bar, you'll find options to modify those attributes.
For rotating and moving the shape, I recommend using the Ctrl + T shortcut (or Cmd + T on Mac).

Thanks for sharing your System Info. Let's try a couple of things to resolve the issue. First, make sure the Windows profile you're using has administrator rights, as it might have trouble downloading the neural filters otherwise.
Other users with similar issues have found success with these steps:

Have you had a chance to try Sameer's suggestion yet? When you're shooting your photos, make sure you're using an uncompressed format. Compressed formats might not work well with the Noise Reduction Tool.

I'm sorry, but I don't really notice a difference between the pictures you shared besides the quality. Could you share more details on what you're seeing and how you're expecting it to look?
Screens can vary a lot, and as such, what you're seeing on your phone will usually not match perfectly to what you see on your PC. What I see on my screen is also most likely different than what you're seeing on yours as well. To make your phone and monitor display the same colors, you'll need to adjust the color settings on both devices. Access the display settings on your phone and computer, and manually tweak the brightness, contrast, saturation, and color temperature until they visually match when viewing the same image on both screens. However, due to different display technologies, achieving a perfect color match might not always be possible.

As a first step, let's try resetting your preferences to restore Photoshop to its default state. Just make sure to back up anything you don't want to lose, like custom brushes. You can learn how to do this here.
If that doesn't work, could you also try uninstalling and reinstalling Photoshop? Some users with Image Processor issues have found this helpful.

Sorry to hear you're having issues with syncing in Lightroom Classic. Let's try clearing the Sync Error folder in Lightroom Web to see if that helps:
1. Open https://adobe.ly/3DuX5fw and select the Sync Error folder under All Photos. 2. If there are any images in the Sync Error folder, pause the sync function on all active devices and make sure you have a backup of the pictures you were trying to upload. 3. For macOS systems, the HDR display setting is enabled by default, but there are specific display settings that need to be adjusted for full functionality. Here are the steps to ensure the proper settings are enabled, depending on your display and operating system setup:
If you have an Apple HDR Display:
1. Go to System Settings > Display > Presets on your HDR display or built-in Apple laptop display. 2. Select the Apple XDR Display (P3-1600 nits) preset. 3. In Photoshop, HDR display should be on by default, but go to Preferences > Technology Previews > Precise color management for HDR Display to confirm the box is selected. If you have a non-Apple HDR display:

Here's something we can try:
Go to Lightroom on the Web and check the "Sync error" folder under "All Photos."
Pause the Sync function on all active devices and make sure you have backups of the files you're trying to upload.
Clear the "Sync error" folder and empty the "Deleted" folder.
Try reuploading the images.
