Thank you for sharing the details of your issue! It seems that auto-import from the camera roll might be enabled on the device where you recently installed Lightroom. You can disable this by navigating to "..." > App Settings > Import > Auto Add From Device Photos and toggling off Photos.

Since Lightroom Classic won’t open, you can retrieve this information from Photoshop. Please open Photoshop, go to Help > System Info, and copy the details into a note to attach in your reply to this post.
For the exact version of Lightroom Classic, open your Creative Cloud app and navigate to the Apps section to check which version is currently installed.
Have you already tried uninstalling and reinstalling Lightroom Classic?
