uninstall ps including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html check for, and if available, update your os repair all ms visual c++ versions that can be repaired. update your ms visual c++, if it can be updated restart your computer (don't skip this)

normally, the price for the first year is lower than subsequent years. so your 2nd year cost sounds correct.
and adobe does run "specials" periodically which could explain your 3rd year pricing. perhaps there was a special being offered.

that's just your sync folder do you have other cc files? ie, open your cc app, click the cloud icon at the upper left and then click cc web. check the various folders (including deleted) and lightroom.

no, this is not a task for anyone. to start, you're trying to get something cs5) to work with something else (current os'es) with which it was never intended. in addition to the installation hurdle, there are other hurdles to overcome (eg, activation).

click file>preferences>synching and select the folder (cannot be a drive root) you want to use:

what do you mean, you didn't agree to subscribe. did someone else use your credit card?
if so, contact your cc card company. that's usually not vendor (eg, adobe) issue, and you need to cancel that card.
otherwise, you probably agreed whether your paid attention to what your digitally signing, or not.
