Does it crash (completely disappear and the crash reporter dialog shows up)? Or does it freeze, and you need to force quit it? Crashing and freezing a very different things.
If you experience a freeze on macOS, get a sample process using Activity Monitor: Could you please gather a sample process using Activity Monitor while it's frozen: https://helpx.adobe.com/photoshop/kb/how-to-get-a-process-sample-or-spindump.html That will help engineers figure out why Photoshop is going out to lunch on you. Post a URL to the file using CC files or dropbox, or something similar to share the log.

Do you still have 23.x installed? Can you confirm it doesn't have this behavior on your system?
What do you have set for this option:
If it's unchecked, try checking it and see if it performs the way you expect.

Thanks for posting the log. If you can submit the crash log through the crash reporter, it resolves the code so it's more readable. Please submit all Crash Reports along with your email address. You could probably re-enable that and use the option I posted and still use the GPU for acceleration.

If you click the green icon on the application window, does it behave correctly?
If that doesn't work, go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?

Do you ever have an external monitor attached to this machine? If you click the green resize window button on the app frame or if you quit a restart Photoshop, does it start to work correctly?

From what I understand, there are conflicts with the 6 digit keys/codes between differen swatch books (different vintages/revisions) from Pantone. Might be best to talk with them and see if they have any guidance which books conflict with each other.

We're working with Apple to resolve this issue.
To workaround this issue, click the green dot on the app frame to resize the application frame to fit the new monitor.
Or, go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop.
This occurs when the application frame is larger than the monitor it is being displayed on. This can happen when you're running Photoshop on an external monitor that is larger than the monitor on a laptop. When you disconnect the larger monitor, the app frame is hanging off the edge of the screen.

Looks like GPU is disabled.
Let's make sure we're in a default state and there are no stale settings somewhere: Restore your preferences using this manual method: https://helpx.adobe.com/photoshop/using/preferences.html#Manually Does it work correctly? If that doesn't solve it, you can quit Photoshop and put the Settings folder back.

OK. I was able to get the sample file. I am seeing the behavior where the first place of the Camel into the document with Smart Objects take a long time the first time and is instant the next time it is dragged and dropped.
That said, those progress bars (black box with yellow/orange progress bars) you're seeing aren't Photoshop's. Those are probably coming from a plug-in or panel.
I've asked an engineer to take a look at the slowness on first place issue.

You have two of your monitors plugged into the the underpowered Intel 630 card.
Try plugging all of your monitors into the high powered discreet card (NVIDIA GeForce RTX 2070) - and don't plug anything into the integrated Intel card.

Does this happen with all sets of photos you're trying to merge? Photomerge can fail if there aren't enough unique details to align - think of a ocean/horizon with no real differences between shots.
Can you post a set of images that are failing? Post a URL to the files using CC files or dropbox, or something similar to share the files.
