At least since version CS2 (maybe also CS1) you won't have any brushes, swatches, symbols, graphic styles when you open a raster image (or PDF without AI part).

Could you please post the results you are not comfortable with? To achieve this you will have to go through several steps, each one will have an effect on the following one, so precise control will be difficult to achieve. What you can do, is create a gradient in Illustrator (by one of several means), apply a grain filter. Then convert to pixels. Then live trace and tweak the options. For example the effect will change dramatically when you increase or decrease the threshold

Even if the editability is activated that is no guarantee that the images in the PDF part have the same resolution. You can downsample in the process of creating a PDF. When you have applied the stroke via appearance panel you can apply the effect "Offset Path" to the stroke and that way "align" it to the outside

All this will only work if the stroke is applied to the text object instead of the characters. So you first have to assign a new stroke to the text object using appearance panel. That one can be moved behind the characters
