This happens with floating layers, but not a flat Background layer:
I've known about this "forever", so I've always been careful when resizing layered files. Take your precautions, and this shouldn't be a big problem.
I presume the explanation is that floating layers support content outside the canvas boundary, but a background does not.

You could use the Vanishing Point filter. I would isolate the subject on a separate layer, and feather the top edge of he paneling. Then the clone stamp in the Vanishing Point will follow the perspective. I'd recommend using a small soft brush, working in sections, changing the sample point frequently to deal with the differences in lighting.

You might want to read what I posted earlier in this thread almost two years ago:
For context, Photoshop had been falling behind in this area. Easy-to-edit gradients have been available in other image editors that I use (such as Adobe Lightroom Classic, but non-Adobe software had also advanced beyond Photoshop in this area), and I am one of the users who was waiting a long time for Photoshop to catch up here. I probably won’t ever want to use it the old way again, because the new way is so much more powerful and productive. This is not to dismiss your preference, you have a right to want to do it a certain way, which still exists. But this is to help explain why it is set the new way. Fortunately Adobe does let you still do this the old way…
The problem is not that Adobe changed it, because they had to change it. If they didn’t change it, that would just add fuel to the many opinions that get posted here that “the Photoshop code base still shows its old 1990s roots through old features that were never upgraded to keep up.”
The problem is that this new implementation of gradients still doesn’t quite work right, there are a few bugs here and there. But it was and is the right direction, they just need to give it the right level of fit and finish.

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) and the dialog visible?
As @Stephen Marsh indicated certain Color Modes cannot support Layers, so that seems like a possible reason.

Photoshop doesn't primarily rely on RAM (there's never "enough" anyway). Photoshop's main memory is the scratch disk, with RAM as a fast access cache.
If your scratch disk is fast and with enough space, Photoshop won't slow down noticeably even on huge files. It can basically handle anything you throw at it. Today's generation-4 NVMe drives are for all practical purposes as fast as RAM, so there won't be the bottleneck we used to see back in the day.
Not saying that memory management couldn't be improved for these special cases, and it may well be that other applications are more efficiently organized for this, probably by using memory sequentially rather than all at once.
But in the OP's case, 135 GB for the scratch disk wasn't remotely up to what he was trying to do.

John, I am sure there used to be some very cool tools available back in the days of Kai Power Tools etc., that have no equivalent now. I'd pay decent money to have some of those effects that worked with current versions.

My $0.02. When you draw with the Pen tool and select the Path option as previously explained, Photoshop will create a Work Path in the Paths panel. That's a temporary item that can be overwritten accidentally. To avoid loss, double-click on the name Work Path to rename it, or click on Create new path in the Paths panel before drawing.

Another method I might suggest is to use Adobe Camera Raw, or the Camera Raw Filter in Photoshop-
1) Convert to B&W (One button click)
2) Use Masking to find "People" and create individual masks for Hair and Lips,
3) make color changes with the Tone curve

Further thoughts, what this is doing is making an average colour and applying it by brush to a layer best set to mode colour. But the result then lacks the variety of colours that make up the apparent hue, the trees or tarmac need more than a solid colour painted over them, also its impossible to darken that area or improve the contrast, generally to give it the p'zazz of the area beside it. I have opted to grab the area as a selection and paste it in as a layer, then do the pipette thing, over that. Then its contrast, levels etc can be adjusted, then one sees the effect of that a bit more. Still a struggle, as in hours of struggling. We need a means of sampling the area beside the target area, saying copy the appearance of this area, to the afflicted area. That means copying the coloured composition, the levels, the contrast, etc replacing those of the afflicted area. See the attached, a tarmac area, here I have sampled the area, positioned it over the afflicted area, and want to transfer through the appearance of it. a layer mode setting that lets through the appearance, If I alter opacity the orange shows through. How can that be done ? the pipette and paint method is somewhat dead pan for it, results are any shade of grey and thats it, no colours other than grey. Merlin3

Or even the Filter > Other > Custom filter with an appropriate edge finding matrix/convolution kernel.

Many of the custom filter settings were designed to isolate a single angle, so they need to be combined to include all angles. Therefore you would use the combined actions titled:
Detection Sampler: Roberts
Detection Sampler: CG Lineart
Detection Sampler: Prewitt
Detection Sampler: Robinson
Detection Sampler: Sobel
Detection Sampler: Kirsch
Detection Sampler: Scharr
There are many different actions in this action set "toolkit", not all of them are custom filter based.

I normally use Lightroom to import raw files - but this is how it looks in Bridge when I plug in my card reader. It works as it should:
