Another Option (not necessarily a better one than the ones already mentioned) would be using the Properties Panel to blur Layer Masks (or even Vector Masks) on Solid Color Layers (with Layer Styles like »Outer Glow« if necessary) in 16bit and adding the noise with the Layer Style »Pattern Overlay«.

This is just for future people who also see the original question wasn't answered. Here is the answer: By default, Photoshop will set the leading to (Auto): when the text box is resized, the font is also resized using the same ratios in font size and leading. The way to keep the font size fixed to a certain point size, while allowing the text box to be resized (so that the text flow is changed, as desired, to fit in the new dimensions), is to set the leading to a fixed value. This turns off Photoshop's automatic font resizing as well. The correct fixed value for the leading is, obviously, dependent on the font type and size. From the Character panel, the setting for the leading is to the right of the font size itself: While this is counter-intuitive, it works! It's quite likely that either the defaults for Photoshop changed at some point (i.e., (Auto) became the 'new' default), or you might accidentally reset this to (Auto) without intention — this is one of those settings that persist across sessions... See attachment.

I have never like Blend If. Sometimes you can get an OK result, but it usually sucks.

If the image is a Smart Object, making a selection, then running Gaussian Blur, will localize the blur to the selection, which you can relocate with the Move tool, and you can alter the parameters as a Smart Filter.

Have same problem with Windows 8.1. Looks like Adobe don't care at all about their users, only interested that you pay for subscribtion.

@Matthew37119986i6si 'You could just run your ancient software in a modern current day operating system. Should be no problem right?'
No, it depends on the exact configuration. Remember ancient software was written fot the hardware and operating systems of the time. As an example, many old installers are 32 bit, and totally incompatible with modern Macs which require 64 bit. It is a similar situation with GPUs and even disks. Photoshop 7.0 won't see a hard disk over 1TB as they simply weren't available on PCs when it was written. Dave

It looks like you turned on the Selection Handles and then moved the pivot point, which automatically (and quietly, without telling you) puts you in Free Transform mode. If so, that's why the Filter Gallery is unavailable.

The reason the answer was no is that the stroke and fill colour is a property of the Vector shape - so combining two shapes to make one new shape will only have one new stroke and one new fill colour

n Photoshop 2023, 2024 and 2025 the Stroke Path dialog settings do not match the painting tool that is specified.
For example, to stroke with the Mixer Brush Tool in Photoshop 2024 and 2025 select Healing Brush in the Stroke Path dialog.
If you want to be sure your stroking a path with your desired painting tool, first draw out your path, select your painting tool, then press Enter/Return.
On the left is what Photoshop 2022 records for each tool in the Stroke Path Dialog
on the right is what Photoshop 2025 records

thanks! and yeah, to be quite honest, ive been thinking about this for some days, and while i suppose with my cherry picked examples and broader example of "thick outlines needing a thin centered outline" may make it sound easy, i started imagining all the kinds of complex shapes where 'center' is incredibly subjective, if one even exists, and how it would have to be manually defined by the user which defeats the purpose of not doing it some other way. Surprisingly, no one ive asked has brought that up either, which makes me feel less dumb about thinking it would be easy in the first place, lol. once again, thanks for the info and help!

The same is also true on the Mac side bringing up the Apple color picker instead of the Adobe color picker with Flame and also Picture Frame and Tree as well.
Those filters i believe are actually Deco scripts, so maybe that's a limitation of those scripts.

You could use the Minimum filter, with a little Levels to clean up the whites. It does make lines thicker, so a small amount is called for. Using the Preserve Roundness option allows a finer adjustment.

Channels don't just disappear. There's no way that can happen, except if the whole file is corrupt, and then you have bigger problems.
If the alpha channel isn't there when you open the file, it means you didn't save the file after you saved the selection. Or you stepped back in History and then saved.

Copy/paste is the proper and safe way to do it if you want to avoid scaling and quality degradation.
Placing a smart object is exactly when you can get unwanted scaling, which was the problem here.
