I think the GIF bit might be a red herring here > I just posted a possible workaround. Try Re-save the Tool/Brush but do not include a Color in the preset. Or just change the color after size change. Except I see there is a color jitter so this is not really useful.

The workaround: Immediately save the file after applying a Light FX filter. (don't move it) Re open file and it works ok.

Black artifacts on image after using the Liquify filter Workarounds: Hold down the Option key when you select Filter > Liquify to disable the Use Graphics Processor option when launching the Liquify dialog. Disable the Use Graphics Processor option in the preferences. Choose Photoshop > Preferences > Performance. Deselect Use Graphics Processor. Quit and relaunch Photoshop. The advantage would be that this behavior now resembles the behavior of other Adobe application like Illustrator, InDesign. So one could appreciate we are more consistent across our own applications.

Ah ok, I thought this might be an issue with the current release. If you have multiple versions of Ps installed can you revert to one that worked? I ask because if a previous version works then there might be change to the document profile? Or if a previous version of Photoshop that worked is now not working that might point to a change outside of Photohsop > OS update or Printer driver. What OS and do you have a sample file you can sure with this problem?

I have the file and a few questions. We can take this offline to further discuss via email but the gist is that file is in a very bad state for a variety of reasons. Did this 3D file come from Blender? Or what is the source of the 3D mesh? It helps to establish a workflow baseline. Every 3D app has pros and cons. There are too many textures (over 600) most of them unused it seems. There should probably be only 5 Materials necessary to render this file Some of the textures, if not all could be reduced in size. There are ways to repair this file and get it working and performant. One more idea to consider > Adobe Dimension for this work > here is what I threw together in 5 minutes...

The more I dig into this, the more this seems like a potential conflict with IT security software as mentioned in the other thread.
If you contact me [email address removed as per forum guidelines], I can put you, or your IT, in contact with someone that might be able to look into the issue.
It might be that this scenario triggers the problem easily, and those outside of an Enterprise ecosystem see it less frequently.

Thank you for the update. I was looking back thru the thread again and wanted to make sure I have the right info to keep helping and also not make you repeat solutions. This bug is in the current version? 19.x Did the bug appear in earlier versions? 18... etc ? What other (Adobe) apps do you normally run with Photoshop? In this current Photoshop version has it ever worked normally or did this just start happening after an update? Oddly enough my wife mentioned to me she also had this issue on her Mac and in a previous version, but it was intermittent. I bring this up because she is an avid Illustrator designer and I wonder if there is any correlation here... Probably a stretch but worth mentioning.

If opening a JPG file and it it's not a layered file and is only a singular background image. Then CMD / CTRL + S works.
