Try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).

It is not necessary. Do a custom install and choose clean installation of the latest Studio Driver only.

(I've got both height and width at max 200). By @Gerret38430766nh34 You should be able to increase scale larger than 200%. I've used 500% in situations like this. Can you post screenshots of your timeline and the Effects Control Panel?

I do still have the programs on my thumbdrive, though. I had them downloaded and installed on my old computer, By @nancy_1328 Are the files on the thumb drive the installation files, or are they just files you copied from the computer?

If you've increased the scale enough and there is still black, it could be that the black is baked into the clip. If that's the case, add a crop effect to the top clip.

Ok... put your media on the fast SSD... why exactly? By @elindo586 Premiere Pro works best from an SSD, not HDD. Files can be accessed faster. All apps would run from the SSD, that includes Adobe, Microsoft, any other apps install in the computer will be in the SSD drive. I was thinking of bringing the files from the HDD drive to the SSD while I work on them, then, transfer it all to the HDD. That is a good workflow, as long as any of the files in use by Premiere Pro (including the cache) is on a fast SSD and there is sufficient free space on the drive.
