Check the feather setting. If it's set too high on a small selection area, what you described can happen.

Painting on a mask does not result in a selection, thus no marching ants. If you want to make a selection from it, ctl+click the mask.

If you transform before you create the smart object it will be the transformed version when you edit it. If you transform after you create the smart object it will open as the original shape when you edit it.

As JJMack indicated, everything in Photoshop is raster. The file is named vector but it's a raster smart object. Smart objects are edited by double clicking them. Make the changes you desire and then save and close. While Photoshop has vector tools such as paths, shape layers, and vector masks, the only way they can be saved to display as vector is in a PDF file.

It sounds to me that you want to remove the background area of the pattern and just leave the shapes, thereby allowing the layer below to be seen as well. You would need to select the BG area. There are various ways of selecting, in your case color range might work well. Then use the active selection as a layer mask.

The easiest way is to turn on the grid and use that as your guide. If need be, you can change the grid divisions in preferences. There is also the Ruler Tool for taking measurements.

As has been suggested, it's likely the brush you are using. You should also note that using a layer mask is the preferred method for "erasing", as it is non-destructive and infinately alterable.

I used liquify, as someone else suggested, and copied it to an alpha channel. Then with Render Lighting Effects on the original I used the alpha channel as a texture map. Not the same but an interesting effect nonetheless.

You might try the slice tool. Right click and and select Divide Slice. Save for web to save the slices individually.

Make two copies of the white lines. Select one and fill with black, move it below the red layer. Clip the top white line layer to the red layer.
