Of course this works best by assigning a key to run the action from the action panel. With the Cintiq I usually map this to some F-Key plus modifier, so it does not collide with any other command, when I use it from the keyboard, i usually use a bare F-Key, so I just have to do a single keypress. It seems like a tiny thing, but those toggles add up over the day.

Generally, there's no point in looking for this folder. If a recovered file does not open automatically on next PS launch, the folder is empty.
Did you save the file to disk at least once? If not, the autorecovery process won't initiate. And also, the recovery file won't be written until the prescribed time you set in preferences.
That said, it should be there if your primary scratch is on the system drive. If your primary scratch is on a different drive, it will be at the root of that drive.
The recovery file is basically a RAM dump. In a normal shutdown, the recovery folder is deleted as part of the shutdown process. Only when the application crashes will it remain, then there isn't time to perform the normal shutdown sequence.

Crazy that this is still an annoying issue and hasn't been fixed, InDesign has had a simple solution for re-linking a single instance of a linked file forever. Why can't this same approach by adopted in Photoshop?

Neither is "proritized", and you misunderstand the way this works. It's just a matter of capacity. If you're working with big files, there is no such thing as "enough memory". Total memory requirement will always exceed that, often by orders of magnitude.
The scratch disk is Photoshop's main memory. Everything goes there, all the time. RAM acts like a fast access cache, the content gets shifted and moved as needed. Switch to another document, for instance, or go back a while in history, and RAM contents immediately needs to change. 50 history states, each potentially adding the full file size, for several open documents - it has to go somewhere, and you need to have immediate access when needed.
This was critical in the old days when we had slow spinning drives. Today, with ultra-fast generation 4.0 NVMe drives, the speed difference is not really significant. I'm sure you still get measurable differences, but in practical use, it's insignificant. You're simply not able to press the buttons that fast - the machine is waiting for you a lot more than you are waiting for the machine. In short - the bottleneck is largely gone.
And there's one more crucial thing about the scratch disk that you're not seeing. It's what enables Photoshop to work with virtually unlimited file sizes without choking the whole system. Photoshop can handle anything you throw at it, and as long as you have enough scratch disk space, it won't miss a beat.

Bridge 14.0 is definitely an improvement. Thank you for adding multi Windows back in. So I'll get right to the current 'deal breaker' which will keep me staying with the older version. If you look at the image below, you see that with the interface scaling at the 'first click' my defined workspaces do not fill the menu bar. The area is largely unused. Since the only way to save or reset workspaces is the little 3-bar icon, you can't really use anything that doesn't appear in the menu bar visibly because you cannot get back to the saved state once you've modified it. I believe you need to add a right click menu to the workspaces that appear only in the popup area so that they can be reset, or saved as other workspaces. I can minimize this limitation by setting the smallest UI scaling but it is almost unusable on a 4K monitor. The font is miniature, even though there is still much unnecessary padding between rows in the app that could be used for file content instead. This is at all scale settings. I don't know why this padding is considered to be so important. Please go back and review the 2018 Bridge version to see your former UI design brilliance in action. I still use this version anytime I am not editing photos in CR. Regarding the Multiple Open Windows, has there been discussion of saving ANY configuration of windows into a workspace? This would be any combination of stand-alone or undocked windows. Obviously much work has been done to get where we are now (better). I assume there is more progress on the way.

Rather than resurrect an old thread that is seemingly similar, you are better posting to a new thread with fresh, complete information including system information, a complete description of the problem and step-by-step instructions for reproduction.

Appreciate the assistance. However was not successful in removing Adobe User Info and re-starting. I had to re-install PS. Was quick and painless though. While there I downloaded Beta version. My instincts are Adobe will seperate PS and LrC come October. This is probably the reason they are keeping the updates in Beta. Thanks guys

I use layer styles a lot. Especially when assembling my game assets into the final product. Unfortunatly it doesn't take too long until their usage brings Photoshop down on its knees. Moving a layer around often takes 5 seconds until the layer even starts to move. At that point you can't use the mouse to move the layer precisely any more. I can just move it into the general area and then use the cursor keys to nudge it into place- taking several seconds after each key stroke to see the movement. I've watched my task manager and it seems that only the CPU is involved in those processes. My GPU is stuck at 0% through all of that. Please do something about that. Even having a rather strong PC doesn't make a difference.

After painting in Clip Studio Paint for a while now, I really learned to appreciate the toggle to turn a brush into an eraser and back. Especially as I can assign that toggle to just one button on my Citiq remote. Photoshop has something similar but there's no toggle to switch between the modes. It would be nice it that could be added. At least a shortcut would be nice.

Yeah, the Script employs a »brute« approach and that has a cost in time.
The problem is that any Smart Object that contains a Smart Object (Linked or Embedded) could be affected when another Smart Object is saved because it could be in placed those … so the Script just circles through all the Smart Objects until none contains modified content.
The alternative of determining a »tree« first seems too risky to me because I doubt I would succeed at considering all possible combinations of inter-linkage and the subsequently necessary order of saving/updating …

I often do have to "Hide all effects" because at some point, when using a lot of them, Photoshop becomes pretty much unresponsive. But at the same time it would be great to have the effect ON again for certain layers that I'm actually working on. But right now, I can only turn all of them back on again, which results in performance issues again. It would be great if there were two additional commands in the layer popup - "Show Effect" and "Hide Effect". Both of them just applying to singular layers. That would help a lot.

Upvoted, it is a shame that it is greyed out when two or more smart object layers are selected.
The problem is readily addressed with a script, however, I do understand that this is an idea post/feature request for a native feature.
