Without any informations what your doing exactly it's very different to say more.
On which step you're noticed the bigger file size. Lightroom worked non destructive, so the original file would not be changed.
I think you check the file size after you exported a image? So the file size depends on the export settings.
Or you've done the new AI denoising feature in LR. In this case LR create a linear DNG which is at least one to two thirds larger. On DxO's website I found a good article about linear dng's. What are Linear DNG files? How do you use them? - DxO

Unfortunately you don't have gave us any informations about your system. So all proposed solutions are a guesswork. Which version of operating system and Adobe software do you have installed?
Please provide a copy of your 'System Info'. This can be get from the LrC Help > System Info menu item. There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.
I don't have any experience with snapdragon processors. But I think if the processor would be incompatible you wouldn't have been able to install the Adobe programs at all.
When the 'link' between Lightroom Classic and Photoshop has issues, the first step is to try this:
Use the Adobe Creative Cloud Application to uninstall Photoshop. When asked, keep preferences! After this reinstall Photoshop again.
If this doesn't help the nest step is to reinstall both apps Lightroom and Photoshop. Please folloe the steps below:
Open the Adobe Creative Cloud Desktop Client and uninstall both Photoshop and Lightroom Classic. When asked, keep preferences!
Install Photoshop first and then Lightroom Classic. The right order is very important here!
If this doesn't help try the reinstallation with removing the preferences also.
Did this work in the past? If yes, what has been changed on your system before the issue occur?

Do you've used the Adobe Cleaner Tool after uninstalling Lightroom?
If no please do a complete and clean reinstallation by following the steps below:
Backup all personal data, like templates, presets etc.
Uninstall everything CC app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
Then uninstall the CC Desktop Client, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
Clean your computer of CC files per http://www.adobe.com/support/contact/cscleanertool.html
Restart your computer (don't skip this)
Reinstall the CC Desktop Client, https://www.adobe.com/creativecloud/desktop-app.html
Use the Desktop Client to install your CC applications
Restore your personal data.
If you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
If this doesn't help, please make sure that you system is completly up-to-date and all recent patches and drivers are installed. Please provide a copy of your 'System Info'. Also, in the catalog folder, there is a folder called “old files” that has old lightroom .lrcat, .lrdata files, ect...from I beleive, when lightroom has updated catalogs over the years. There is also a folder called “old lightroom catalogs” with a zip file in it, and a “backups" folder with lots of dated folders containing zip files. Is it safe to delete these folders and files?

You don't wrote about which version of Lightroom do you use. I assume that you're using the latest versionof Lightroom Classic (14.2). Without any screenshot of the appropriate location is a little bit difficult but after reading your description twice, you should be able to delete everything except:
all files and folders which name startet with Lightroom Caalog-v13-3
the folder Backups
BTW: You have an folder named Backups with several zip files inside. It seems you make backup on the same drive as your catalog is stored. This is very risky. In case of a hard drive crash your backups are already gone. Backups should be stored on a seperate drive, better still on an external drive.
Please note: Before you're starting your reorganization you should do a complete backup on a safe place (ex. on a external hard drive). So you can in case of something goes wrong restore the initial state before you started.

You don't wrote about which version of Lightroom do you use.
As I see on your screenshot you can delete all except:
all files and folders which name startet with Lightroom Caalog-v13-3

I've read about such black screen problems. But only with Game Ready version of the driver and I'm using already the Studio driver 572.60 with a RTX 3060 on a Win 11 24H2 system without any issues.
But the main thing is that you have found a solution to your problem.

Make sure that you are using the recent Studio version of the driver, not the Game Ready version.
If you have buldin a CPU with an internal graphic processor disable the processor internal graphic card. To disable use the Device Manager on Windows. In the Device Manager, right-click the card's name and choose Disable.
If this doesn't help, try to reset the preferences of Lightroom Classic: How to reset Lightroom Classic preferences (adobe.com)
It's recommended to backup your preferences before you reset the preferences to the default settings:

@manzurfahim Yes, there's a workaround.
Goto the preferences and set the option Use Graphic Processor to Custom. Then you can disable the GPU usage for export.

It seems there's a problem or incompatibility with your graphic device or the installed device driver.
Unfortunately you haven't given us any information about your system. Therefore, all proposed solutions are a look into the crystal ball.
Is your system up-to-date? Do you have installed all recent updates and patches for the operating system and the device drivers, especially the graphic driver. If you have a NVidia graphic card installed, make sure that you are using the recent Studio version of the driver, not the Game Ready version.
Please provide a copy of your 'System Info'. This can be get from the Photoshop menu item Help > System Info. There's a copy button in the System Info dialog. Press this button and paste the info into your next forum post.
In a first step try to disable the option to "Use Graphics Procesor" from Photoshop by going to Preferences, then Performance. Once done, quit & relaunch Photoshop to check if that helps.

Take a look especially point 7 in the "Troubleshoot GPU and Graphics driver" section.
As you wrote you're using a laptop/notbook. I think the buildin CPU has internal GPU. Please try to deactivate this GPU in device manager in Windows and check.

My laptop doesnt support the latest LR version - so I am stuck. Adobe Help Center say, the version I run is still supported.
Any idas on how to solve this?

It seems that you Laptop' CPU doesn't support AVX2. You can check this with this tool for example: CPU-Z | Softwares | CPUID If the CPU doesn't really support AVX2 you have to go back to Lightroom Classic 14.0.1. This is the latest version which doesn't need the AVX2. The other alternative is to buy a new notebook.

LIGHTROOM CLASSIC has a number of tutorials. I've viewed a handfull of them but I'm confused about what I see on these videos. My new LrC app looks nothing like the one on the video.

I notice on his PC in the uppper left corner is the symbol for "LR." Also I see a date at the bottom from 2017.
Seems to me these videos are vastly outdated and not much help at all. Am I missing something here ?

It seems that you watch tutorials for the cloud based Lightroom (Lightroom Desktop app). It's looks very different interface compared to Lightroom Classic. On YouTube, for example, you can find a lot of tutorials for Lightroom Classic.

As @JohanElzenga and @johnrellis mentioned you have to install Lightroom Classic to open your old Lightroom catalog.
Sometimes it's possible that problms occur during updating such an old catalog to the recent version. In this case you have to go back to LRC 13. Then open and update your LR5 catalog. After this you can install the recent version of LRC (14.2) and then update the catalog to the recent version.

Do you installed the recent Studio version of NVidia's driver. It's recommended to use the "Studio version" and not the "Game ready version"!!
I've read in your posting that your using a laptop. I think there's buildin a CPU with an internal GPU. Please try to deactivate this GPU in device manager in Windows and check.

I don’t know if it’s the only solution, but it's a try. As I wrote I would save the preferences before doing the reset.

Which previous version did you had installed?
Which new Lightroom version do you have installed?
Were you asked to update the catalog after starting the new installed Lightroom for the first time?
Check if you are in the view "All Photographs" and no filter is applied.

Photoshop Elements 14 is 10 years old and Adobe has stopped the support on January 2018.
You can try to contact the support if they can reset the activations, but I think that they can't do anymore, because the server were cutoff.

I have been using PS and LRC for some time. Sometimes when I save a TIFF in PS it will not automatically enter the the folder in LRC. I can go to "finder" and drag into LRC.

Please describe exaclty how you "send" a image from LR to PS and how do you go back to LR. Do you use the "Edit in Photoshop..." command in LR? After finishing your work in PS how do you save your work? Do you use the "Save" command in the File menu or do you use "Save As...."?

Now the TIFF will not go into the LRC folder and when I drag from my "finder" it does not show up so can not be imported.

In this case it seems that the image is already imported in LR through the background script of the "Edit in Photoshop" function. As @D Fosse wrote check your sort order.

I don't see this on my machine, so I don't believe that's a Lightroom bug. And yes I use also an Eizo monitor that's calibrated with Eizo's Colornavigator 7. I use ProPhoto RGB as color profile.
Do you use any profile settings in your camera? These profiles generally do not affect RAW files. However, they do affect the .jpg preview that is embedded in the RAW file. These preview will be used in LR first until a 1:1 preview was generated or you open the appropriate image in the deveolp module.
