Try resetting the tools and/or preferences. To restore preferences quickly using a keyboard shortcut: Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop. Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default. from here: https://helpx.adobe.com/photoshop/using/preferences.html#restore_preferences

Okay, thanks God I wasn't the only one that was getting this problem. I tried to make a new action with a level adjustement layer and tried to run it and after I saved the adjustement and tried to use the action, the level was set as 0/255 even though the action was saying that the saved adjustment levels were 5/250. I guess all we can do is just wait for them to fix it in a new update, right?

Maybe you have installed a new version and uncheck the preferences coinservation. In this case you lost your prefs (brushes, actions etc).
SInce you are on Mac, if you have Time Machine installed you can check what was the folder content days ago and restore the missing brushes

Now I've said that, it seems unlikely that they would dig holes for themselves
By @Trevor.Dennis
Actually, that's just what they did - but not in the way people think.
Direct save to jpeg was introduced in CS5 in 2010, to a considerable amount of fanfare. Boy, what a big hole that turned out to be. How they must regret that now that Apple made it impossible.
Up until and including CS4, you couldn't save to jpeg at all, unless the file was 8 bit, flat, with no transparency or alpha channels. You just couldn't! And that's how every other application still works. If they had just done nothing in 2010, everything would have been business as usual and nobody would have ever complained.
People's memories are really short.

OMG! Thank you! No one ever said that. They said to select "save as" and click the save transparency checkbox. I knew I was missing something obvious! I read that dialog the first time about 100 years ago and always blow through that screen. Thank you!

What is your problem? Do you not understand that changing the pixel dimensions of an image means resampling it?

This is sadly true. Adobe you are a clunky, heavy, buggy set of applications now. As an IT admin i spend a lot of time getting installations to work. Shame. RIP Adobe products.
