The Photoshop team moved Bugs and Ideas from UserVoice to the Community Forums several years ago. This thread is in Bugs already, so the developers will see and track it.
The Application frame makes Adobe apps work like Windows when using macOS. Some folks like it and others don't. It's your choice. For the purposes of tracking down the bug, however would you mind enabling the application frame for a short time to see if the issue still occurs? Then disable it again.

Using the forward delete key while naming a file during PDF export will cancel the export. This is pretty inconvenient, especially when trying and failing to insert the cursor after the character you wish to delete. OMG OMG. This has been fixed!!!! I can't say what version it was addressed in but can confirm that in version 22.4.3 on MacOS when the PS prompt says its going to save over the file, it does in fact save over the file and does NOT make a copy version. Almost made it to the two year mark with out being fixed but HOPEFULLY this bug never comes back (seeing as how Monterey is just around the corner)

Well, yes and no. In the meantime, I upgraded to CC2017.1.1 Not sure how that affects this, BUT. CMD+OPT+R did not take me to Select and Mask, as I had previously changed Select and Mask to cmd+shift+R, which still took me to Refine Edges. When creating shortcuts with "Keyboards Shortcuts & Menus..." NO combination of shortcuts will take you to Select and Mask EXCEPT CMD+OPT+R! All other combos send you to Refine Edges. To get to Select and Mask via the keyboard, you MUST set your shortcut to CMD+OPT+R. I would hope someone confirms this by trying. This may be a bug. OTOH, my problem is sorta fixed. Now I have to use Quickeys to allow me to use my preferred keyboard combo. UPDATE: Nope, CMD+Shift+R is so ingrained as Refine Edges, even using Alias Keystrokes in Quickeys does not work. Again CMD+OPT+R must be used exclusively.
