When using the tools on Photoshop a black screen comes up from the bottom and follows my pointer up and down the screen blocking everything it covers. I tried uninstalling and the re-installing but the same issue occurs. Has this happened to anyone else?

I'm attempting to use brushes with burn tool, sharpen tool or others. All I'm getting is a small + and no actual brush sizes. Any idea why this happened and how to correct would be appreciated...

When opening Photoshop I receive and error message: "Error reading machine specific preferences. They will be reset to defaults." I uninstalled and reinstalled using Creative Cloud. Still getting the same error message. What can I do to correct this?
