In my case, changing Windows>Workspace to Photography did not keep images resized from 1000mm to 167mm (for example) centered in the PS workspace. However, the suggestion to uncheck Overscroll (Edit>Preferences>Tools-uncheck Overscroll) worked nicely. Thanks!
