Updating to OS Sonoma 14.1 and InDesign v19.0 has seemed to help significantly with this issue — even with the rulers on! Will report back if this changes.

Should mention that it's really still prevalent in Overprint Preview mode, but the GPU Performance did help with the normal mode flashing.

Hello, I am trying to download the supplemental brushes from here: https://www.adobe.com/products/photoshop/brushes.html No matter what I do — which browser, which computer, which OS — I cannot access these brushes. It tells me every time that I am not signed in (I am). Is there a fix here?
