I have had this issue on multiple versions of Photoshop Elements, and one of the older Photoshops. I also installed them on 4 different computers, 2 fresh, and 2 I had used for a while. From experimenting its definitely correlated to picture size mostly, and then Chrome happens the most, followed by firefox. I also noticed a lag after right click copy, where if i right click the same picture i cant right click for a few seconds. And like what OP says, I can instantly paste in MS Paint, but not in Photoshop. Ill also say i cant open a new file with the clipboard. ... View more
