The Photoshop team moved Bugs and Ideas from UserVoice to the Community Forums several years ago. This thread is in Bugs already, so the developers will see and track it.
The Application frame makes Adobe apps work like Windows when using macOS. Some folks like it and others don't. It's your choice. For the purposes of tracking down the bug, however would you mind enabling the application frame for a short time to see if the issue still occurs? Then disable it again.

Hello everybody! Update with GREAT NEWS, it appears that the new camera raw version 16.4 resolves the issue. Just tested it and works great.

Thank you, LiliyaSFO. That makes sense. I'm sure that information is in the current documentation, but, I, surely, overlooked it. Thank you, again.

Yeah, I saw that and now I'm scared. Ugh. Hoping they fix the issue we're having. I tried turning on the GPU and still having the same issue.
By @Anne Sakutori
If turning OFF the GPU works, it's a GPU bug, and you need to contact the manufacturer or find out if there's an updated driver for it. This is why disabling GPU is an option as more and more functionality moves to the GPU in newer versions of many Adobe products.

Disable third-party graphics accelerators. Third-party GPU overclocking utilities and haxies aren't supported.

Yeah I was trying other solutions people gave and then gave up since nothing was working. I'll give this one a shot and see how long it lasts for. If it does fix it after a week or so, I'll probably give that one the "correct answer" for this thread.

I'm on an iMac -- OS 12.4, 3.8 GHz, 8-core Intel Core i7, 128 GB RAM -- and Lightroom Classic 11.4 has been much slower, for me. Using the crop tool would take several seconds for Lightroom to respond and it would be jumpy before becoming smooth and responsive, as well as gradient masks, and other Develop functions. I've had to roll back to 11.3.1. Thanks for checking into this.

Contrary to what's been suggested here, the problem absolutely still persists as recently as Monterey 12.4 on Photoshop 23.3.2 (Mac Studio M1 Max).

@Stephen Marsh, thank you for that detailed instruction on the scripts! You are correct, I wasn't feeling the bleeding pain to take this route. But, it's helpful to know. And, as of version 23.3.2, the problem looks to be corrected, for me. Thanks, @Mohit Goyal .

Are there any news? Because of this bug I'm still on Mac OS 10.9.5 with Photoshop CS6. But I can not wait much longer. Other applications force me to upgrade. Two times I made the upgrade (to 10.11 and 10.13). And went back to 10.9. because of this bug.
