I have tried all the ways that have been suggested, nothing helped me. I don't have time to reinstall Windows or change something in my PC system 😔 So I installed the standard version of Photoshop and work in it for now. I will wait for a new update of the Beta version, I hope everything will work in it 😊 The last time I had problems with After Effects, this is the way that helped me 😅 Anyway, thanks to Adobe team for trying to solve this dilemma 🙂

Today after the update I encountered that my Photoshop won't open due to this error: “(Photoshop beta.exe) Failed to continue code execution because the system did not detect dxcore.dll. To fix this error, try reinstalling the application.” ---
I have reinstalled several times already, but it didn't help me in any way. I also searched for solutions, but found nothing useful 😞 Since I urgently need the program for work, I wanted to install at least the previous version, but from what I understand, it is not possible to do so ---
Does anyone know how to fix it or how to install the previous version?

Perhaps someone knows how to solve this issue, preferably without rolling back the Photoshop version? The problem is that when I try to save a smart object, the program gives an error and does not respond to any clicks or actions except for closing Photoshop. So, the issue is resolved. Honestly, I don't know how, but after the recent update, everything fixed itself. Now, I can import all video formats again. Thank you all for your attention.

Recently, I installed a plugin from Mister Horse called Animation Composer. Is it possible that the issue is related to this? P.S.: I also have this plugin installed in Premier Pro, and everything works there without errors.

Thank you for the advice. The transcoded file through Media Encoder, as you suggested, finally imported into After Effects. However, this did not solve the main problem... The fact that the video has a variable frame rate HEVC and was shot on an iPhone 11 doesn't seem to significantly impact the import; still, all videos, regardless of format and source, give the same error (except QuickTime/Apple ProRes 422 LT).

I cleared the media cache, as you advised, but it didn't help 🤷 I also use Media Encoder and Premiere Pro (the latest versions), and I don't encounter such problems with these programs; all video formats are imported without errors.

Recently, After Effects has been giving errors with almost all video file formats. Does anyone know how to solve this issue?
