Hi,
I would like to understand your specific setup better to see if there is any configuration issue on your side. Could you let me know which operating system you are using and which version of InDesign you have installed?
Interesting, I don't know if this is a bug, I haven't noticed this, but maybe its an artefact of how InDesign manages its background tasks. The background tasks panel may not always refresh its progress indicator in real time because the export process runs on a separate thread.
The fact that toggling the Preflight setting triggers a UI refresh suggests that the export is progressing correctly, even though the panel does not update immediately.

Some do not use navigator for speed concerns, But I remember and sorely miss that we used to have buttons for document arrangement functions circa CS2. If there is a spot with wasted space, it would be below the toolbox. I'd like to have it there, after all we have the double click on zoom or hand tool for full screen or 100% view and we can add shift for all documents, so it might be a good fit!

If you mean rotating the clone source… Well, it works in version 26.3, see the demo below while watching the clone source rotation angle field in the Clone Source panel. (The shortcut overlay is added by my screen capture software.)
So the shortcuts were not killed, but might now be poorly documented, or something like that. I had to do a web search to find out what the shortcuts are supposed to be. I learned that, at least on a Mac, they’re:
Rotate clone source clockwise = Option+Shift+>
Rotate clone source counterclockwise = Option+Shift+<

Outside of Adobe development, a script could copy the name and colour label of the target single active layer. Then you can select multiple layers and a second script could then merge and apply the name and colour label. Keyboard shortcuts could be used to trigger the scripts, or possibly the script events manager could listen for the merge command and automatically apply the second script.
