It sounds like you have the crop tool set to "hide" cropped areas instead of "delete" cropped areas.
A flat image can't have content outside the canvas, so for this to work it has to be converted to a floating layer.
If you don't crop it won't happen.

Not to detract from what's been said already, but when Photoshop starts doing something completely non-sequitur like this, the remedy is almost always to reset Photoshop preferences. Open the Preferences dialog, and on the General page, click on "Reset preferences on Quit." Then quit Photoshop. (Another way to achieve the same thing is to hold down Ctrl+Alt+Shift while Photoshop is loading, then choose OK when it asks if you want to delete your preferences.)
This can happen with any version of Photoshop, and if you load a new version and see weird problems, it's the first step of troubleshooting.

Try using a soft-edged selection. You can do one of the following:
Make your selection and feather it (Select > Modify > Feather, or Shift+F6)
Enter Quick Mask mode, fill with black, use a soft brush to paint your selection, exist Quick Mask.
Use the new Selection Brush with a soft edge.

Wow! I just gave this Vectorizer AI tool a try and the result was unbelievably good. I vectorized an image that has small text with serifs. I wouldn't have to make any tweaks on that result. I can't believe it accurately drew all those tiny serifs. Illustrator has no chance of getting a result like that on small text. The recent updates to Adobe tracing were not improvements in quality. Just other features. It needs quality improvements, but I didn't even imagine this level of quality.

It's interesting that the same image got different reactions from Photopshop. The word "kitchen" was fine. "Bedroom," not so so much. There are far bigger issues in the world than this silliness. Still, it's worth a thought or two.

Hello, I just recently encountered this problem with my adobe student account, and I was able to use solution 2 from this adobe help page: https://helpx.adobe.com/download-install/kb/fix-licensing-error-205.html?x-product=Helpx%2F1.0.0&x-product-location=Search%3AForums%3Alink%2F3.6.6 It's worked for me so far, without having to contact my schools IT support.

It is much more difficult to replicate the paper than the image."
Maybe you should read about what is and what isn't allowed to do with images of the Euro.
It's not even allowed to scan them. Besides being technically impossible with most scanners.
