I hope I am doing this right. I created a thread before that ended up in "Discussions," not "Bugs." The brush sizes in Photoshop seem to be tied to Accessibility Pointer sizes in MacOS. If a person wants or needs a bigger pointer in the OS, it has a significant adverse effect on how the brush size displays.   Here is my thread and another thread about this, both in Discussions. I found one thing that was causing the slowdown. Apparently in a recent update Adobe in their ever growing desire to control what we do and upsell us on AI has added an option at the top of the page to turn GAI on or off while using the remove tool (that feature may have been there before but I don't think so) and have by default turned it on. Hey y'all.  It has been very hard to repro this internally here at Adobe. There are so many variables. We did implement a lot of mouseUp/Stylus tracking fixes over the past number of releases so it sounds like there's been some success.  Just recently we had a customer provide us with an excellent video with exact steps required to repro a related cursor flicker issue and we were able to fix it, which will be in the next release. To add to all this I'm having the same issue. I tried all the things and nothing works. Also don't give us the, "update to latest version" excuse; this has been happening for years and has never been solved as of V26.0. This to me clearly seems like a photoshop bug, not an issue with photoshop users checking or unchecking a box. Anyone here, I assume, is more than happy to help Adobe fix this bug by answering questions or giving specifcs.  So summarize the issue: 1. This issue only exists when inside an artboard.  2. As long as I'm moving 1 single layer this doesn't happen, but when 2 layers are linked or selected it happens.  Note: This is not a fix, but a helpful note. The layers will reappear as soon as you nudge the layers with the arrow keys.  Attached is a video here's the breakdown: 0-5 seconds: There is no issue when working in a non-artboard canvas. 5-30 seconds: The clipping issue once in an artboard and 2 layers are selected.  30-37 seconds: Showing how there is no issue when moving layers individually. 37-43 seconds: Repeating the issue when both layers are re-selected again.     43-30 seconds: The clipping issue once in an artboard and 2 layers are selected.  43-44 seconds: right at this moment the clipped part of the ball re-appears due to me tapping the arrow keys.    ... The problem with the two GPUs is that they conflict. Disable the Intel UHD 630 completely, as per the instructions in section 6 & 7 here: https://helpx.adobe.com/photoshop/kb/troubleshoot-gpu-graphics-card.html    Generally, a word of caution regarding laptops: hardware, drivers and operating system are usually heavily modified by the laptop manufacturer. This is their way to put their own stamp on the product. But all these extra layers tend to get in the way and just cause problems for more advanced applications like Photoshop.    Go through the list of installed software and get rid of everything you don't need. That's probably quite a lot. Just as an example, most laptops today are sold with a whole suite of third-party antivirus and antimalware products. You don't need it! Windows is well protected on its own. Norton, in particular, is notorious for taking over the whole machine and causing no end of problems for other applications.   Open the Startup list and disable as much as possible if you can't uninstall it. It will still work when called, but it doesn't necessarily need to run all the time.   In short - clean up.   One more thing: there's no physical way to cool a laptop efficiently. There's just too many components crammed into an impossibly tight space. So what happens is that components are throttled down to well below nominal speed ratings, to prevent overheating. A laptop will never be as fast as a similarly speced well ventilated desktop machine. ... View more

Ok, It took a few days for IT to allow me to try this but yeah as soon as they deactivated Anti Tamper protection and changed  Riskware to no longer be auto quarantined, Photoshop opened normally....no more stuck in background process for 4mins before opening. IT department is not very cool with the idea of these settings staying deactivated for obvious security reasons. All other workstations are running SentinelOne & Photoshop 2024 without issue. I just became aware of this issue today, while attempting to assist an Art Director with this issue. The Art Director is using a Mac Pro (2019) with 384GB RAM, running 14.4 (Build 23E224) with a pair of Dell 1920x1080 monitors. Any dialog box opening in Photoshop triggered the issue, whether an open/save dialog box, a plugin settings pallet, or what have you. To work around this, the Art Director is CTRL clicking on the Dock icon for Photoshop, and selecting "Show All Windows", which then reveals the hidden dialog box, so it can be responded to. I am wondering if there is some obscure key combination, either in MacOS, or in Adobe applications, that would toggle a condition of hiding secondary windows. I have confirmed that this is not due to any settings in Accessibility>Keyboard. All options under that panel are Off. I have version 25.7.0 and I'm also experiencing this bug. I tried unchecking "Use Windows Ink" for Photoshop and immediately the problem was solved - accurate selections with the magic wand tool without any phantom movements.
