@Bob Ulius maybe your quest should be to get this info out of Microsoft and pass it on here so we'll all know what they had in mind?
I hope this helps

I would absolutely not recommend this! It's asking for problems.
The settings file contains a lot more than your own user settings. It is the whole application configuration, including lots of hidden settings, and a lot of it relates to the system configuration and hardware (such as the GPU). Those will obviously be very different.
Do not do this!

I was just having this issue and found that after I updated my graphics drivers, with a DDU wipe, my desktop color settings were default. For Nvidia, open the Nvidia Control Panel, under Display click Change Resolution. Scroll down and under option "3." select "Use NVIDIA color settings" and change the Output color depth to "10 bpc". My monitor supports this and changing it fixed my black screen flicker, which mostly happened in the Develop module.

Greetings all,
Thank you for your fantastic feedback on this Primary thread for the Early Access Lens Blur feature. Effective with the May 21st release of all the Photography products, this feature is no longer early access. We’ve improved the UI and updated the Lens Blur accuracy in this update. Please install the latest update for your Camera Raw/Lightroom client and enjoy the feature now as general access. Going forward, please report bugs, feature requests, and discussions via normal forum posts. This thread is now closed.

These all subsided after my last post and were self purging anything older than 7 days. Was working fine. After the last or perhaps one before last Creative Cloud update, they no longer auto-purge. The Task that appears to check for Valid License runs twice a day and I would think that was what was keeping the files under control, but no longer. And it is more than these two directories, but these are the worst offenders. Does auto purging there still work for anyone else? Andy ideas?

DirectX version is a set of APIs, application programming interfaces. That's software and programming.
DirectX Feature Level is what the card is physically able to do. That's hardware.
To support the programming language of the latest DirectX specification is very important in the gaming world. Otherwise you can't run games written for it. But that doesn't mean the card is able to perform all the functions in that specification. That's feature level.

Remember CC Desktop App Window Position in Windows 10 rather than always have it open center screen. It DOES remember my chosen size. Should rember my desktop position. Easy....

One other possibility if you're so inclined would be to save the file as MIF and use a grep (search and replace scripting) tool to change the anchored frame(s) settings, by editing the following lines: <ShapeRect 1.0" 1.16667" 6.5" 2.0"> <BRect 1.0" 1.16667" 6.5" 2.0"> A freebie MIF tool to use for examining files is MIFBrowse, at http://www.grahamwideman.com/gw/tech/framemaker/mifbrowse.htm Sheila

I had the same problem with CS4 on my mac. I forced LR2 to open in 32bit mode and everything then worked perfectly. Might work with cs3? Good luck!
