You may need to install the Creative Cloud application before installing Photoshop Elements: https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html I had to install it to be able to install PSE 2018 on Windows 10.

An activation code may only be used once to obtain the serial number.
You need the serial number and the correctly corresponding download file.
If you registered it, go to your Adobe account, and you can download the software from there and also retrieve your serial number.

As R_Neil_Haugen says, we all learn differently and at different paces.
The more complex an application is, the longer the learning curve. Premiere Pro is a complex application intended for professionals (or serious hobbyists like myself) that choose to have the ability to manually control our workflow, rather than have the workflow control us.

Try updating or rolling back your graphics driver directly from the video card manufacturer’s site. Do a clean installation of the latest Studio Driver (NOT the Game Driver).

Is this happening to all fonts or just a particular font?
If a particular font, where is it from, and how did you install it?

Premiere Elements doesn't have a proxy workflow like Premiere Pro.
You would have to manually create a proxy for each instance of a clip, and then manually replace it with the original clip before export.
