Adobe is training it's AI specifically on content licensed from Adobe stock and other stock vendors. They have zero interest in training their AI on half-finished projects... but they DO need access to those projects if we're utilizing their cloud computing services.

Access is needed for Adobe applications and services to perform the functions they are designed and used for (such as opening and editing files for the user or creating thumbnails or a preview for sharing). That's talking about cloud services. Almost all Adobe software is touching the cloud at some point. If you open a local document and then decide to do a "select subject", that image is sent to the cloud, albeit temporarily. Just because people are outraged doesn't make them right. Blowing this up into an issue of moral "evil" is silly. In order for Adobe to provide the kinds of cloud-based-computing services [Generative Fill, Remove Tool, Neural Filters, Select Subject, etc] they need to access and temporarily store the image you're working on and use AI to examine and interrogate it, just to give you the quality results you expect.

Hopefully you figured it out, but Topaz Photo AI was still using the image. This isn't about training data, this is about you using Generative services to create content. In order to generate contextually accuate content, Adobe has to sample your existing content - this means storing it in the cloud (aka someone else's computer) and then send it to an AI generation farm (someone else's computer), interrogate the content, and then send it back. All of that requires that you give them the right to do so.

It's not a bug if a majority of users aren't having the problem (any longer). A couple things to notice, are you flick panning over other windows (especially plugins windows.) What plugins/extensions do you have installed. Try disabling them and see if there's any change.

Your only options at this point are to 'Deactivate Native Canvas' in preferences or install older version of Photoshop, v22.0 or to find a different app, until Adobe get's their collective heads out of their rears. You might check out Hugin or PTGui.

Disabling the graphics processor, or disabling flick panning are not solutions, they're work-arounds. I just installed PS 2020 and the problem is still there. This has been going on for 2 + years. Please fix this.
