File save from TIFF to JPG

In Photoshop CS 4, when I try to save a TIFF file to a JPG file sometimes I can & sometimes I cannot. When I cannot: the jpg format does not appear in the Format window. What am I doing wrong? How do I save the file JPG format consistently?

You should probably ask this in one of the Photoshop forums, but my first guess would be that the TIFF file is in 16-bit mode (JPG is only available for 8-bit images), or something like that.
