How do you start a thread in a particular forum?

I am on the animate forum and all I can find is a place to search for questions that are already posted, nothing to post a new question?  Seriously, how can a software company make a site that is so annoying to navigate?

Switch from OVERVIEW to CONTENT near the top of the forum (not while IN a message) then look at ACTIONS on the left for START A DISCUSSION
