Hi
I have email me when I receive a reply, and I receive NO email?
Is this a bug that goes along with my in ability to login with my subscription email too?

I think it's unlikely the two things are related. These community forums have their quirks to be sure but nothing much to do with your Adobe account and vice versa. Some people receive forum e-mails and some don't. It may have something to do with your email client or the online service you use.
With regard to your Adobe / Creative Cloud account, please ensure that your plan is active and your payment details are current at the link below. Use a modern desktop browser that supports cookies and does not have script blockers of any kind.

I have had extensive conversaions with Adone Support on this matter. They have even done a screen control to nose around to see what might be the issue. Nothing surfaced.
The browser for some reason just keeps refreshing for no reason when I try and login with my Creativ Cloud account email.

Try a different web device. Use another browser -- latest desktop Chrome or Firefox.
If this was a widespread problem, everyone would be complaining about the same. So something is different on your end.

I have Safari, Chrome and Firefox on my iMac and the same of my second iMac. I have tried all three on both devises, I have tried connecting via my iPhone browser, using my modem and 4G. I have cleared the history, the cache on all the browsers and have even logged out and in, etc from my computer.
If you'd like to see the issue in action, I did a screen recording for Adobe.

As I stated, the video link I shared was created and prepared for Adobe Support. They could find no issue, and as it was a very rare isolated issue, they gave no mind to look into it in any detail.
It seems it doesn't happen regular enough to others (only me) that they can't figure how to fix.

Hi Rob, checking your account settings it looks like under Notifications > General Settings you had "turn off all emails" ticked.
Can you verify it's unticked now and see if this helps? Thanks!

Sorry I was on holiday.
When I check the tick off, I get a constant stream of emails from all the apps I have followed. I only want replies from the ones I have replied to or started.

You can follow posts and/or communities.
I went to check your settings again and it looks like you have been following a bunch of communities. I've unfollowed them for you, but go double-check in Settings > My Follows.
When you follow a community, you receive anything and everything that's posted in that space. If you want to get notified of replies to your own posts only, make sure the "Email me when someone replies" option is ticked before you reply 🙂

That is set always but I never receive an email about a reply. like this one you sent.

The settings that I mentioned are still turned on, can you go to your settings, make those changes and see if it works then?
Remove the communities from "My follows":
Untick the "turn off emails" option:
