Polls - why can't I make a new one?

I made two polls and each time I had the chance to make more. Now that option has gone. I wanted to make one about allowing signatures. Also, why no easy way to get to polls?

I haven't heard from John on this, but I would guess it hadn't been intended that it be on and he turned it off. If he doesn't see this and reply I can ask about it.
