Search field will not clear properly

Just want to do a search but the "Search field" is confusing:

1. Why are there two fields?
2. Why is there no "clear" button on at least one of them?
3. Why don't ALL threads appear when there is nothing in the Search field?
   1. I have to navigate back to the forum  to view all threads. That seems illogical.
