the 'places' feature contents varies from machine to machine

As I understand it, when I click 'Follow this forum', the forum in question is supposed to appear under History->Places. However, if I login in forums.adobe.com on a different machine, the newly followed follow doesn't appear. I'm expecting this feature to be associated to my account, not my machine.

Where/who do I report this issue to?

I'm pretty sure that History is local to the computer, possibly to your current session. I will try to confirm that with Jive.
