On the Bug forum configuration, the user may not realise the Reply to comment doesn't append the reply to the specific comment or refer to the person by default. Also, when a user removes the marking for the Correct Answer, the user notification email should also then be sent, like when it was sent for marking the answer in the first place. The summary shouldn't necessarily be directly copied to the email content, since it can change. Thanks.

The Bugs and Ideas sections are for Adobe Staff and it is intentional that they are not threaded.
I've moved your post from Discussions to Ideas where it will be seen by Adobe Staff. They may or may not respond.
You can tag someone by typing the "@" symbol and selecting or typing a name.

Unlike Discussions, Bugs & Ideas topics are nonthreaded. First post is on top, last post is on the bottom.
It has to be that way to conform with internal tracking systems.

ie, you shouldn't be replying to a bugs or ideas post except under specific circumstances

For the end user, it's often unclear whether a community expert's reply is to only explain the current use case, or if Adobe staff is proactively reviewing the feedback for product improvements. Thanks.

==============
It depends on what you're asking about.
1. These user-to-user forums are not being improved except for essential updates to keep it running. This community platform is not made by Adobe, it's leased from & maintained by a third party called Khoros.
2. The vast majority of forum participants are fellow product users like yourself. Adobe staff rarely provide feedback here.
3. Adobe's actively developed products like Photoshop & Lightroom receive incremental (dot) updates approximately 2-3 times per year (ver 25.0.2, 25.0.3, etc...) If you wish to leave feedback for feature requests or report reproducible software bugs to Adobe's product engineers, you can post them in the appropriate product's sub-forums— Bugs or Ideas, if available.
Bugs & Ideas are tracked internally by Adobe Staff. But that's no guarantee that they will be addressed right away. Bug fixes usually have a higher priority but can take time to suss out. New features are most often introduced in major releases (ver 26 or 27) rather than incremental updates.
Hope that answers your questions.
