If I recall correctly, it used to show a blue dot as you have requested, but somewhere in fixing one of the other broken features it got lost. I believe there's a request for its return. One of the main problems is that Adobe rents this software from another company, so they are dependent on that other company fixing things and adding requested features. This happens on a schedule Adobe can't control.

 

TL;DR: We used to have one. We might have one again, but no one here knows if or when.

No thank you.  As a frequent participant, there is ALWAYS something in my Notifications folder (bell icon).  I don't need or want to be nagged by a constant blue dot telling me to check Notifications.  On the other hand, I like to know when I have a private message (mail icon).  That's something useful.
