Photoshop Starter has been unsupported for many years, so I do not think you will get many answers even in that forum.

Your photos are not kept "in" that program, but somewhere on your disk.  Locate your photos folder, and copy/move it to your new computer.  You will have to use a different program on your new system anyway.

I agree with both you and Jacob.

As you point out, Photoshop Starter/Album/et al, is so old, that I doubt that Wimineke would get any better info, if this post was Moved. Hope that your answer sorts things out for the OP - thanks.
