There seems to be no option to attach files in the Reader forum. Is this intentional?

Yep, look at the announcement on the main forums page. They removed attachment capability a month or more ago.

It has been gone for a bit now in all of the Premiere, Encore and Photoshop fora.

Hope to get it back soon, but only time will tell.
