Banner with Multiple Links?

Hi I want to make a banner for advertising purposes. I want the banner to have mutliple images and each image links to a different page. It has to be in a format where I can send it to a publisher to upload.

How would I go about making this? Should I use Flash or Photoshop?

In combination of both, Flash and Photoshop. You can design banner with your specific requirement.
