The Premiere Pro forum has Character Animator on the right as a Related Community

Character Animator has nothing to do with video editing

 

Please remove Character Animator from the right side of the page

I must disagree with you, friend. Character Animator has many things in common with video editing, and content creation in general. Its got a timeline, audio tracks, layers, trimmable content, and serves (via Dynamic Link) as a place to compile longer animated pieces into short or long form movies.

 

True, it's not "video editing" but is very much related to ancilllary programs which use Premiere Pro at the core of the content creation "hub." Character Animator, like Audition, and After Effects has a home here. I think.
