Selected topic filters need to always display

If I select a topic filter under the number button, leave the forum and come back, the selected filter is hidden, but the forum is filtered.

The selected filters should bubble to the top of the list so I can tell what I'm looking at. Otherwise I get confused why I'm not seeing the latest posts.

Return to the forum and the filter is hidden under +9, but the discussion list is still filtered.
