Why does it not remember the last folder used when choosing a file/an image instead of defaulting back to Desktop?

Have no idea as it does on my system, Win 10.

I keep a folder on my E:\ Drive called Post Pictures. I save all screen shots to that folder and every time I open the Insert Photos dialog and then Choose File it goes to that Post Pictures folder. That is unless I have changed it to some other folder for whatever reason. It then remember that folder until I change it back.

Maybe it's an OS setting.  Insert Image remembers my last drive & folder source as expected on Windows 10 in Firefox, Chrome and MS Edge.
