If they are blocked, then my web browser wants to download Adobe ID Provider's login.do file. Why?

Just a quirk of how the system is set up - you log in to Adobe's network but these forums are running on an entirely separate server, run by a third party. Cookies and referrer headers are used in combination to securely pass your login session between the networks.
