100% GPU usage?!

Hello,

Haven't edited a video in over a week.  Started on up today everything is lagging badly.  So I pulled up my task manager and watched my performance while I was trying to edit and saw my GPU usage skyrocketing.  even when trying to do something simple like resize one of my windows. (I have three monitors so I had to resize a window to make the task manager visible while working).  Tried a reboot, uninstall/reinstall, unistall/install 2017.  It's only happening with premiere.

Any help would be great!

16gb Ram

64bit

Samsung SSD 860 EVO M.2 250GB (software runs on this)

2Tb internal (where my files are stored)

First of all, is your particular GT 740 a DDR3 version or a GDDR5 version?

If it's a DDR3 version, that's the really lousy one, as it is too weak for even a dual-core Pentium CPU, let alone a quad-core non-hyperthreadable i5 CPU. But even with GDDR5 SGRAM, the GPU itself is a bit too weak to fully utilize the GDDR5's rated 80 GB/s memory throughput. That is all because the GT 740 is either a slightly higher-clocked GT 640 (first revision) or a slightly lower-clocked GTX 650.
