The problem is that Premiere Pro does not currently support ARM processor-based PCs outside of the new M1-powered Macs. The Windows version of Premiere Pro is strictly x86-64.

 

Without knowing the capabilities of the Adreno 650, that integrated graphics processor may not support GPGPU processing at all. As such, if Premiere Pro were to be compatible with the non-Mac ARM CPU architecture, Premiere Pro will run only in the software-only mode (no GPU acceleration whatsoever).
