My system is not by any means slow but I am struggling to playback 4k footage when editing (takes a solid 2 seconds to build the buffer when I hit play even with 1/8 resolution set) and render times for a 4k, 30fps, 10 minute video take upwards of 2 and half hours. Is AMD really that unoptimized for Premiere Pro? It's not my GPU and my system in general kicks ass for gaming (190fps in Overwatch with Ultra settings). Pretty sure the issue here is that the program isn't optimized to run on AMD. Any ideas? I'm still new to Premiere Pro on Windows but my wife's 2017 iMac performs better than my machine and the only reason I can think of is Intel processors are that much more optimized for Premiere Pro.
Specs:
Windows 10
AMD Ryzen 5 3600
ASUS Rog Strix RTX 2070 Super

Any help is greatly appreciated. Thank you!
