Are the GPU usage issues fixed?

Hi guys,

I'm looking to buy a i9 9900k and an nVidia RTX 2070 Super, but I'm a bit worried because I have seen so much discussion about Premiere Pro not using the GPU, for example,

Premiere Pro using Integrated and not Dedicated Graphics Card

I've just switched from Vegas Pro to Premier Pro and I really like it so far. I have i7 4790 processor and oldish AMD gpu with 3gb vram.

My videos were taking hours to render using CPU, then I somehow enabled opencl and it reduced the time dramatically by using the integrated graphics. Then I used the registry editor to use my AMD card only and it halved the time and I was pleased with this.

So should I buy the i9 and 2070 super or would I run into the problems everyone else is facing? It's such a shame that people pay so much money for expensive gpus and Premiere Pro can't use them. I don't think I'll want to use Premiere Pro if this isn't fixed because the difference we are talking is minutes compared to hours.
