If you want to pursue Video you will need better software than Photoshop perhaps Adobe Premier Pro and After Effect. Video is more demanding than image processing and can take advantage of Nvidia Professional graphic Quadro adapters.

IMO your best bank for you dollar is purchasing a refurbished high end machine from a company like Dell that come with a three year warrantee. I have purchased a few from Dell. IMO Dell workstations are well built and perform well for years. One workstation I purchased failed within the first few months. I was able to get going a few time but call Dell. Over the Phone we determined that the mother board needed to be replace. The next day there was a Dell service technician in my house the motherboard replaced and diagnosed run. The Machine has been a dream since than. its over a year now. I only use Photoshop. My File are on external USB3 drives.
