Best parts for £1500

Me and a friend have been asked to make a parts list for a 4k video editing PC to be used by the school. We have been given a budget of £1500 and have used our limited knowledge of computers to gather parts for it. The school will be primarily running premier pro and therefor the system should be optimised for it. It is likely that we will be doing some light overclocking. All the footage will be stored on external hard drives so the ssd is only needed for the OS and programs as well as the current project. Our list so far is:

Ryzen 7 1800x

Be quiet Dark Rock Pro cpu cooler

MSI X370 gaming pro carbon

Corsair Vengeance LPX DDR4 3000 -ether 16 or 32GB

Samsung 960 evo m.2 250gb ssd

GTX 1070

Corsair 650W PSU

Does anyone recommend any part changes to increase the performance without going over the budget as we are already right on the limit.

Looks good so far but you should def. get the 32GB of ram, and a bigger m.2 - since the board has two slots you can use one as caching-disk and another (~1TB) for your project files. As an alternative, the 8700k has better overclocking potential and a higher speed when it comes to single-core applications.
