i dont have any upgraded ram on my mac its just 4 gb i want to get premiere pro but idk if i can? idc if premiere slows down because the mac is too old i just want to know if i can even get it!!

I am sorry to tell you this, but only the last two major versions of Premiere Pro are available. Both require 8 GB or more system RAM just to even run at all.

There is a free preview so it's worth a shot. RAM is relatively speaking cheap so might be worthwhile to upgrade it. I'm pretty sure it's something an amateur can do. There are video tutorials on line on upgrading ram so you might want to watch and see if you feel up to it. You might also think about replacing the hard drive with a solid state drive. I'm working on a mid 2012 macbook pro with 16 gigs of ram without any serious issues. I replaced the hard drive with a ssd and it made a big difference. Don't expect to edit 4k video directly but premiere has a great proxy workflow. The one area that may be dicey is media storage. Does your macbook have usb3? that makes a big difference. Much faster than firewire and usb3 drives are dirt cheap...

oh and I mainly work in Premiere cc2019. I have 2020 on my system and do work in it occasionally with serious issues. The video scopes are unavailable but otherwise it's definitely usable...
