Can This PC Run Heavy Video Editing?

HP Elitebook 8770W

Specs:

- Intel Core i7-3820QM (Up to 3.70 GHz)

- 32GB RAM

- 256GB SSD (6GB/sec)

- 17GB vram AMD FirePro M4000

- 17.3" Full HD (1920 x 1080) super wide-angle Display

HP ZBook 17

Specs:

- Intel  Core  i7-4800MQ CPU (up to 3.70 GHz)

- 20GB DDR3L SuperFast RAM (32GB max)

- 256GB SSD (6GB/sec)

- 10GB vram Nvidia Quadro

- 17.3" Wide-angle Full HD (1920 x 1080) Screen

Both with same price, so im not sure which to get.

Question is, can they run heavy video editing like Premiere Pro CC 2018? I'll be putting lots of effects to use and color grading.
