Can you help with build chose of GPU, motherboard and AMD threadripper 3rd gen Processor for Premier

I trying to determine what components to choose for a AMD Threadripper multi content creation workstation and its proving difficult to do the one size best fits all.

Do I really need the 3970x processor or would the 24 core 3960x do fine.

Is it better to get the

NVidaia Quadro RTX 4000 GPU or is a 

*3XS* EVGA NVIDIA GeForce RTX 2080 Ti BLOWER better?

And motherboard

Is a ASUS TRX40 Prime Pro or ASUS TRX40 ROG Strix what I should stick to or would the likes of the 

ASROC TRx40 Taichi  or Creator

Gigabyte TRX40 Designare

or MSI TRX40 Creator

The way to go not just on their features but things like brand reliability, bios, ease of use, durability etc 

 

The likes of Scan UK and PC specialist and others seem to be pushing the ASUS motherboards but the Gigabyte, MSI and AS Roc appear to be good as well feature wise and inbetween the price or the strix and ASUS Zeneth extreme and which GPU?

 

will be using it for 

Adobe Premier (including effects like Greenscreen. Looking for a studio kit soon after workstation build subject to cost) 4k video

Solidworks (Plus rendering on Keyshot)

Podcasting with Adobe Audition (Interested in a XLR podcast /Audio narrate set up. Most likely soon after depending on workstation cost)

Lookign to Learn Cinema 4D (Plus associated Rendering packages such as Renderman, V Ray and Blender)

Typically there will be lots of multitasking such as trying to edit on Premier, rendering a video, Word and Excel open, 20 or so browser tabs open
On multiple displays looking to move to 3 as get , possible a game operating in the background, watching downloaded videos, downloading files or torrents at the same time.

If you don't know why you need a Quadro, you don't need a Quadro. 

I highly encourage Nvidia GPUs, and getting the maximum amount of VRAM possible. 

2060 Super, 2080 Ti, and RTX Titan are the three levels I recommend
